Centrica Storage Ltd (CSL) requires a Regulatory Analyst to work at its Staines headquarters supporting its major gas storage facilities. CSL is a wholly owned subsidiary of Centrica Plc, owner of British Gas and is the leading supplier of physical gas storage services in the UK. CSL operates the Offshore Rough gas storage facility in the Southern North Sea, the Easington onshore gas processing terminal in East Yorkshire and the Langeled Norwegian gas reception and processing facility, collectively these provide a significant percentage of UK gas demand.
This role provides an excellent opportunity to join Centrica Storage at a very exciting time as it embarks on a major growth agenda with significant investments already underway and further planned. As gas supplies from the UK Continental Shelf decline and the UK becomes increasingly dependent on imported gas, there is a growing need for more storage capacity. In the past 12 months, CSL has announced its intention to invest £1.5bn to develop 1 new onshore and 2 new offshore gas storage facilities.
Reporting to the General Counsel and working closely with the Regulatory Manager, you will autonomously identify regulatory risks, threats and opportunities, and initiate actions to deliver the requisite outcome.
Principal Accountabilities and Success Factors.
Collaborating with the Regulatory Manager and General Counsel in defining and formulating CSL’s regulatory strategy to meet the changing needs of CSL’s business.
Take a leading role on European Policy affairs and defending our position in various industry and government forums. This will also involve lobbying key European Parliamentary stakeholders.
Leading on some UK regulatory affairs by ensuring minimal risk and maximum opportunity is achieved in any developments.
Leading on local internal issues by planning and organising regulatory and legal workshops, interpreting and instructing on the Uniform Network Code (UNC) and resolving operational issues.
Minimising CSL’s regulatory risk and maximizing commercial opportunity, through identification of the implications of regime or market change and effective management of the lobbying and influencing process
Promoting the external image of CSL as best in class provider of flexibility services at both UK and European level and ensuring a good relationship with stakeholders Ofgem, DECC, National Grid and customers
Your Skills and Experience will include:
Strong and well developed influencing, lobbying and presentation skills, (both verbal and written)
Economic Analysis skills
The ability to drive transformational efforts, both internal to the business and within the wider UK and European market
Educated to at least degree level you will have gained experience in a relevant discipline such as Regulatory or Competition Economics/Law.
In addition, ideally you will have a deep understanding of the regulatory gas market framework and the traded market
It should be noted that CSL is regulated by Undertakings agreed with the Secretary of State for Industry and it is essential that you can interpret these Undertakings correctly in a fast moving working environment. Failure to do so correctly could result in serious financial consequences to the business.
